A Comprehensive Evaluation for Disaster Resilience of Smart Cities in China
Rapid urbanization led to various urban problems worldwide. The Chinese government has been devoting to the promotion of smart cities aiming at solving these diseases. However, it is unconfirmed whether the city is more resilient with modern technologies provided when unexpected predicaments like natural disasters occur. Therefore, it is urgent to consider disaster resilience in a smart city. This paper provides a holistic indicator framework for measuring the disaster resilience of smart city from physical, economic, social, institutional, and environmental dimensions. The top 20 smart cities in China are chosen as samples to apply the framework. The results demonstrate that the overall disaster resilience of smart cities is at a relatively low level and imbalances between different cities are found. The resilience between the five dimensions for each smart city also varies. Physical, economic, and institutional strength are proved to be determinant factors in the overall resilience of a smart city.
