Interagency Coordination for Truckee and Carson River Operations
A new Truckee River Operating Agreement (TROA) has been proposed and could replace the current river and reservoir operating policy as soon as late 2008. Operating policy specified by TROA adds complex layers to existing policy. The policy layers provide new and complex water management options for stakeholders. Applying these options will require substantial interagency cooperation and coordination. Decision support tools are being developed, by an interagency group, to support required operating procedures and to analyze benefits and risks of voluntary water operations permitted by TROA.
