A definition of pre-qualification of contractors is offered for discussion in this paper. This is supported by a brief historical comment, a statement as to legal aspects, and opposing viewpoints. Advantages and disadvantages are presented concisely, and the conclusion is reached that some form of prequalification is desirable from every point of view. Conditions must not be made so rigid, however, that new contracting firms would be prevented from entering the field.
