Organizing and Financing Sewage Treatment Projects
The creation of sewage treatment projects is limited, in this paper, to organizations established for the single purpose of sewage treatment and having this limited objective. Methods of financing sewage disposal projects are discussed with special reference to revenues from service charges and to loans secured by the revenue. The fundamental considerations in the computation of a charge for sewage disposal service relate to the three principal kinds of sewage for which the service is rendered–sanitary or domestic sewage, storm water, and trade waste. Methods of evaluating these services in terms of a rate of charge and some reference to court decisions and commission rulings are included.
