Flood Design of Substation Structures
Substation structure design in flood plains are a unique design situation not accounted for in the current version of ASCE 113. Appropriate flood loads and load combinations for substations can be obtained utilizing ASCE 113 and incorporating the design standard ASCE 24. This paper proposes modification to the equations in ASCE 113 to apply appropriate effects of loads due to flooding effects in combination with typical characteristic loads of substation structures. The effects of flood loading can be demonstrated using three case studies of structural designs for a typical substation bus structure. The first case study is located within the riverine flood hazard area. The second case study is in a coastal A zone, designated on the FEMA’s FIRM inside the limits of moderate wave action (LiMWA). The final case study is a coastal V zone, also designated by FEMA. The case studies are evaluated to show the loading impacts of inappropriately selecting flood design locations, categories, and load combinations.
