Design-Build of a 72-Inch Force Main Rehabilitation
In June 2010, a 72-in. prestressed concrete cylinder pipe (PCCP) force main experienced a catastrophic failure. This failure prompted Miami-Dade Water and Sewer Department (WASD) to conduct an electromagnetic survey on the pipeline. The results of the survey indicated that nearly 25% of the pipeline contained distress. Due to the alarming state of this force main, rehabilitation of this pipeline became an emergency project. WASD chose design-build as the delivery method in an attempt to expedite the project schedule. WASD contracted with a consultant to develop a design criteria package. After advertisement of the project, various issues came to light during the award process. Which, in effect, resulted in the design criteria package to become obsolete. This paper will discuss various unanticipated issues that arose during the duration of the project.
