Collision Course: ESA, CWA and Stormwater
The purpose of this paper is to illustrate, using questionable analogies and an incomplete case study, just how complicated the world of stormwater runoff management really is. After providing an obligatory background, I will tell the story of how the marriage of two seemingly compatible regulatory undertakings failed. I will present one person's insight into key principles at work in stormwater management and associated regulations, and conclude by drawing some fairly obvious, but still debatable lessons learned regarding the profession of stormwater management.
