Appraisal of Areawide Wastewater Planning
The 1972 PL 92-500 provides for three major planning programs under Sections 201, 208, and 303, and for a program of discharge permits under Section 402. In the implementation of the Act, the planning strategy laid out by its authors has been side-stepped in opting for an enforcement strategy based on the 402 permit program. Thus, the water quality program has been crippled by misdirected priorities and attendent organizational and scheduling problems. Other significant impediments to the effectiveness of the program are shortage of funds for both Federal and regional agencies, shortage of technically qualified personnel in the engineering and planning profession, and lack of cooperation between political and institutional bodies. Nevertheless, the program is a major step forward in achieving and maintaining acceptable levels of water quality.
