The Logical System of Freight Rates
The effects of the existing illogical system of freight rates are presented, and a plea is made for a new system. The plan calls for a separation, to be reflected in all rates, between terminal charges and actual transportation charges. It further requires (1) a uniform classification of all freight, regardless of its method of carriage; (2) charges for each form of carrier, uniform throughout the United States, fixed by each branch of the transportation industry in terms of the cost of moving the most easily transported product; (3) a ratio between charges by the various types of carrier, to be determined by independent members of the engineering profession; and (4) determination by a public body of the basic rate, to which the foregoing ratios shall apply.
