The Improvement of the South Boston Flats by the Harbor Commissioners of the State of Massachusetts
It was found, some twenty years since that the upper harbor of Boston, between the end of Long Wharf and the Castle Island narrows, had become so much shoaler during the past century, that considerable inconvenience had been occasioned to the commerce of the port. Seeking relief from this steadily increasing evil, the city government in 1860, by Hon. F. W. Lincoln, Mayor, called in the aid of a commission of experts whom the President appointed for the purpose, consisting of the Chief Engineer of the United States Army, Gen. Jos. G. Totten, the Superintendent of the United States National Observatory, Admiral Chas. H. Davis, and the Superintendent of the Coast Survey, Prof. A. D. Bache.
