The Politics of Marine Ecosystem Management: The Case of the Channel Islands
While interdisciplinary marine science has come of age, marine management and planning has yet to adopt an ecosystem-based approach to protect coastal marine life. Instead, the focus continues to be on "fisheries management" and conventional approaches that support the continued recreational and commercial use of marine "resources". This essay explores the politics of marine ecosystem management, with a particular focus on the debate over the future of the northern Channel Islands off southern California. First, the essay explores the meanings of marine ecosystem management. Second, the essay describes the general failure to protect the marine life of the Southern California Bight. There has been a significant decline in primary and secondary levels of ecological productivity of the marine ecosystem off southern California. Finally, I offer alternative management, organizational strategies and decision-making structures that should be used to integrate scientific information, local knowledge and diverse interests and values in marine ecosystem management and planning.
