Regulation of Dredged Material Disposal at Sea in North-West Europe by the OSPAR Convention
The paper will describe (1) the evolution of the current guidelines from earlier versions adopted in 1986 and 1993 under the Oslo Convention and also from the Dredged Material Assessment Framework of the London Convention adopted in 1995; (2) the potential implications of Annex V; and (3) the changing approach to assessment, in particular the move towards more reliance on biological assessment of material proposed for disposal at sea rather than just chemical assessments.
