Site Suitability Model for Park-and-Ride Bus Lots--An Applied Method for the Iowa City Urbanized Area
Policy analysts have not paid much attention to a Park-and-Ride (P&R) facility suitability model that is tailored for a small-sized MPO. This paper proposes and describes such a model. The proposed model has two phases, and each phase requires different input data and generates different information of interest to MPO staff. Phase 1 produces information that allows MPO staff to narrow down to a few suitable areas to site the P&R lots. Phase 2 generates information to identify a manageable number of suitable parcels within the suitable areas that are most suitable for P&R lots. This model was implemented in a small-sized MPO in Iowa and proved to be effective.
