The Relation of Urban Expressways to Mass Transportation Facilities
Although the provision of urban expressway networks to accommodate all classes of metropolitan vehicular traffic would be a much desired luxury, such construction for other than intercity traffic appears economically unjustifiable. The fact that more than half of the local traffic is unnecessary and could be eliminated by modernizing mass transportation facilities is emphasized. The irreducible part of local traffic could be materially aided in many old cities by correcting inconsistencies in street layouts and establishing reasonable continuity of traffic flow. The pattern for justifiably modernized off the surface rapid transit nuclear systems is described and the desirability of extending commuter service into the central business district is recommended.
