The plan of development proposed involves no unusual design or construction problem and is a feasible engineering plan. An ample supply of water is available. Annual benefits exceed the annual costs. However, repayment of construction costs allocated to irrigation is not in prospect within a 50-year period. The project is unusual in that some 50 percent of the lands are presently forested or brush covered and require clearing. Further consideration of this development should be guided by (1) assurances of the local residents that the plan fulfills their needs, (2) assurances that the forested and brush-covered land will be cleared, and (3) prospects for a source of financial assistance to cover that portion of the reimbursable cost beyond the water users' ability to repay" P. 1 [12].
