Space in a country is generally used in the development of a country. Spatial utilization and space control. The use of space is shown as the implementation of the spatial plan in order to achieve the pattern and structure of space. Building Permit is a permit granted by the Regency / City government to the owner of a building to build a new building, change, expand, reduce, and / or maintain a building in accordance with applicable requirements. The State establishes a special regulation on spatial planning, namely Law Number 26 of 2007 concerning spatial planning. Padang City as an autonomous region forms Regional Regulation No. 4 of 2012. Street Khatib Sulaiman, which is a Government Office Area, has Trade and Service Buildings that are not in accordance with Regional Regulation Number 4 of 2012. The problems studied are 1). How is the use of space through the Building Permit instrument in the area of Khatib Sulaiman as an office area 2). The actions of the Padang City Government against Buildings that do not have Building Permits in the Khatib Sulaiman area. The author uses the research method with a sociological juridical problem approach that is descriptive 1). Spatial utilization through the building construction permit instrument in the Khatib region of Sulaiman is in accordance with Padang City Regulation No. 4 of 2012 2). Padang City Government action against buildings that do not have Building Construction Permits by giving administrative sanctions and tax imposition. Keywords: Khatib Sulaiman, Space Utilization
