APPLICATION OF A MULTI CRITERIA DECISION MODEL OF ENTROPY, TOPSIS AND LINEAR PROGRAMMING TECHNIQUES FOR BUILDING CONSTRUCTION CONTRACTOR SELECTION IN ETHIOPIA
Contractors selection a very critical decision that can lead to the success or the failure of the given project Since Contractors take up the responsibility of the executing the project. However, due to reasons such as applying the least bidder method, nepotism, tribal relationships.e.tc, the majority of public building construction projects in Ethiopia are impacted by problems such as cost overrun, time overrun and poor quality of works. Thus, the research tried to enhance the current traditional means of bid evaluation and contractor selection system with the development of a multi-criteria mathematical model framework in order for building of a systematic way that can minimize the issues associated with contractor selection and create a base line for other researches in the area of utilizing mathematical modeling and optimization techniques for solving different real case decisions in the construction industry. With the help of an intensive literature review that led to the development of a questioner survey, a high value of 78.57 % was obtained as conformation to the use of least bidder as the major evaluation criteria .Additionally, the weights of bid evaluation decision criteria was analyzed with the help of Statistical Package for the Social Sciences (SPSS) giving a higher value of (4.0) to financial offers in relation to others showing the impact of policies by the Federal Public Procurement Directive on the decision makers .The weights obtained were used to develop a mathematical model framework composed of Entropy techniques, Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) and Linear programming (LP) and The proposed model was tested out to show the applicability using a case study bid by the use of Microsoft excel and LINGO software to rank bidding contractors and optimize the decision and showing some results in contractor ranks different to the original. Finally, in order to understand how different combinations of changes of the contextual assignments can affect the optimal solution, sensitivity analysis is performed to show results of the same output in varying each weights of evaluation criteria by -5% and 5%. Conclusion such as considerable weaknesses in the procurement methods that led to recommendations on the need for further researches on strategies and models to be developed and adapted, continuous training programs and efforts to be made to set up the minds of the decision makers ,needs on utilization of different optimization models, computer-aided programs such as digital Procurement system for enhancing and modernizing the contractor evaluation and selection method are made to conclude the research.
