German-Egyptian Seminar on Science Policy and Management: Cairo, April 8 - 9m 1995
Cooperation programmes between the Egyptian Atomic Energy Authority and scientific Institutions and universities in Germany in various fields of science and technology have been successfuily progressing for more than 15 years. Fields of cooperation covered areas such as materials research, chemistry, medicine, waste management, environmental research, and desert development. In the majority of these areas the techniques, knowledge, equipment, and expertise accumulated in performing R&D In peaceful applications of nuclear energy could be successfuily used. The cooperation was carried out by Implementing joint research projects with equal contributions from both partners. These contributions were provided for in form of training of adequate personnel In relevant areas of interest, in joint investment in laboratory equipment, in an exchange of experts and in technology transfer. Prominent examples for such successful cooperation ventures are: a project on determining the mechanical properties of steel, with special emphasis on pressure vessel steel; a project on the disposal of waste with a newly developed incinerator, also capable of Incinerating low radioactive wastes; the analyses of anthropogenic pollutants In the biosphere for which a central laboratory for environmental analysis is being set up, the joint investigations of plasmas produced on a tokamak array cailed EGYPTOR; and last but not least a programme to use solar active and solar passive designs In the development and settlement of desert areas. In the framework of this cooperation programme, the idea of convening a joint seminar on science policy and management was entertained. The aim was to throw light on strategies & policies adopted In both countries, to discuss the experience of managing R&D projects and hopefuily to benefit from the outstanding German experience In that respect. Prominent German and Egyptian science policy makers in this field were invited to lecture in this seminar in various relevant topics. One session of the ...
