ABSTRAK Proyek konstruksi sering mengalami keterlambatan yang tidak dapat diperhitungkan sebelumnya, sehingga menghambat penyelesaian proyek konstruksi tersebut. Berdasarkan hasil survey di Kabupaten Badung dan Kota Denpasar, empat puluh proyek hotel tahun 2015 mengalami keterlambatan penyelesaian. Penyebab keterlambatan penyelesaian proyek beragam, namun ada yang sering muncul dan memberikan pengaruh yang besar pada keterlambatan. Penelitian terhadap penyebab keterlambatan proyek konstruksi dilakukan agar dapat mengidentifikasi penyebab keterlambatan dan memberikan solusi agar dapat membantu menyelesaikan proyek tepat waktu. Penelitian ini mengambil sampel proyek konstruksi pembangunan hotel-hotel di wilayah Kabupaten Badung dan Kota Denpasar. Identifikasi penyebab keterlambatan dilakukan dengan study pustaka, menyadur penelitian-penelitian sejenis sebelumnya, brainstorming dan wawancara. Metode pengumpulan data yang digunakan untuk mengelompokkan dan merangking penyebab keterlambatan adalah metode kuisioner yang disebarkan kepada tiga puluh responden. Responden diklasifikasikan sebagai project manager, site manager dan penanggung jawab proyek di lapangan. Data dari pengisian kuisioner tersebut dikelompokkan dan di rangking dengan menggunakan metode analisis faktor. Hasil dari identifikasi penyebab keterlambatan yang dilakukan adalah 49 penyebab keterlambatan. Penyebab keterlambatan dikelompokkan menjadi 6 faktor yaitu faktor owner, konsultan perencana, konsultan pengawas, kontraktor, masyarakat sekitar dan pemerintah dan yang terakhir faktor alam. Setelah dilakukan analisis faktor masing-masing kelompok faktor, diperoleh ranking tertinggi untuk masing-masing faktor. Ranking tertinggi faktor owner adalah keterlambatan dalam membuat keputusan. Ranking tertinggi faktor konsultan pengawas adalah kurangnya pengalaman staff. Ranking tertinggi faktor konsultan perencana adalah keterlambatan dalam membuat keputusan. Ranking tertinggi faktor kontraktor adalah pelaksanaan tahapan pekerjaan yang kurang baik. Ranking tertinggi faktor pemerintah dan masyarakat adalah keterlambatan perijinan. Ranking tertinggi faktor alam atau force majeur adalah hujan deras. ; ABSTRACT Construction projects often experience unpredictable delays, which hinder the completion of the construction project. Based on the survey results carried out in Badung Regency and Denpasar City, fourty hotel projects in 2015 experienced delays in the completion. The causes of project completion delays are varied, but there are those that often appear and have a large influence on the delays. Research on the causes of construction project delays was conducted in order to identify the causes of delays and to find the solutions in order to help the project completed on time. The project samples for this study were construction projects of hotels in the Badung Regency and the Denpasar City areas. Identification of the causes of delay was conducted by library research, adapting previous similar studies, brainstorming and interviews. The data collection method used to classify and rank the causes of delay was the questionnaire method that were distributed to thirty respondents. Respondents were classified as project managers, site managers and project managers. Data obtained from filling out the questionnaire were grouped and ranked using the factor analysis method. The results of the identification of the causes of delay were 49 causes of delay. The causes of delay are grouped into 6 factors, namely the owner factor, the planning consultant, supervisor consultant, contractor, the local people and the government, and the last was the natural factors. After analyzing each group of factors, it was obtained the highest ranking for each factor. The highest rank for owner factor was the delays in making decisions. The highest rank for the consulting supervisor factor was the lack of staff experience. The highest rank for planning consultant factor was the delay in making decisions. The highest rank for contractor factor was the poor implementation of work stages. The highest rank for government and community factors was the late process of licensing. The highest rank for natural factor or force majeure was the heavy rain.
