PROSES PERIZINAN PEMBUKAAN BANDAR UDARA PUSAKO ANAK NAGARI DI PASAMAN BARAT BERDASARKAN UNDANG-UNDANG NO.1 TAHUN 2009 TENTANG PENERBANGAN
The permissions of the opening of airports in set in aviation Law Number. 1 Year 2009. Airports is didaratan area and/or the waters with specific boundaries that was done to the plane lands and take off vertically. The development of the pilot air transport is air transport activities in the land to serve niaga network, flight route connecting remote areas and left the commercial has not been profitable. The problems in this research: 1) How the implementation process of the opening of Airports Pusako Son of Nagari in West Pasaman whether in accordance with the Legislation, 2) What are the problems that there are in the implementation of the opening of Airports Pusako Son of Nagari in West Pasaman and 3) How solving the problems in the implementation of the opening of Airports Pusako Son of Nagari in West Pasaman. In this study using the judicial approach sociological, and data sources form the primary data and secondary data. The Data obtained by interviews and document studies, data analyzed by qualitative research. From the research can be deduced: 1) the implementation of the opening of Airports Pusako Son of Nagari in West Pasaman done on transportation needs and conducted in accordance with the legislation. 2) problems in implementing the opening of Airports Pusako Son of Nagari is West Pasaman District Budget that minim and CIRCULAR LETTER Environment Minister about the document management of environment that is still in the stage of pengurusan. 3) to overcome the problems of the Government of West Pasaman form a team with the decision of the Department of Relations West Pasaman and cooperate with the central government.Key Words : Government, Opening, airports, Permissions
