AN ASSESSMENT ON FACTORS AFFECTING PERFORMANCE OF ROAD CONSTRUCTION PROJECTS
Construction industry has complexity in its nature because it contains large number of parties as clients, contractors, consultants and others. Road construction projects in ORCE suffer from many problems in performance such as cost, time and quality. The aim of this thesis is to assess the main factors affecting the performance of road construction projects in Oromia Roads Construction Enterprise. Literature review about performance was reviewed to identify the factors affecting the performance of construction projects. A questionnaire survey was conducted and 21 factors were identified. A survey type of study were analyzed by using qualitative approach and then ranked from Client, consultant and constructor perspectives by using Relative importance index (RII) method. 68 questionnaires were distributed as follows: 10 to Client, 8 to consultant and 50 to contractor. 52 questionnaires were received (76%) as follows: 8 (80%) from client, 5 (63%) from consultants and 42 (84%) from contractors as respondents. Inaccurate contract quantity and Design problem were more critical in affecting performance of road construction projects as identified by all respondents in all organization (road owner, consultant and contractor). It is recommended for construction organizations to have a clear mission and vision to formulate, implement and evaluate their performance. A structured methodology and technique should be identified to overcome problems such as inaccurate quantity and Design related problem in Oromia Roads Construction Enterprise.
