Implementation of nearly zero energy buildings (NZEBs) retrofit in Europe: a focus on the non-residential building sector
Buildings are the core of EU policies to achieving a sustainable and competitive low-carbon economy by 2020. Reducing energy consumption of the existing building stock and implement Nearly Zero Energy Buildings (NZEBs) are key points of the Energy Efficiency Directive (EED) and the recast of the Energy Performance of Building Directive (EPBD). In the view of the EU requirements, Member States are required to adopt specific actions to exploit the potential energy savings deriving from the building sector. This paper contextualizes the theme of deep and NZEB renovation and it provides an overview of policies to target building retrofit and investment in renovation, with a special focus on non-residential buildings. The paper shows how the attention given to NZEB refurbishment increased over the last years, but this topic and the achievement of a widespread implementation of retrofit measures remains one of main challenges that Member States are facing. ; JRC.C.2-Energy Efficiency and Renewables
