5. Urban planning and democracy in post-soviet Latvia
The history of the urban plan of Jelgava, the fourth largest city in Latvia, is reviewed from earliest times to today, with a focus on the post WWII development. Jelgava was devastated in the two world wars and the old city plan was largerly destroyed in the Soviet reconstruction, when the former cultural centre became an industrial city. After independence a discussion of a new urban plan have been thoroughly discussed in the city with a considerable public participation. In focus have been the efforts to re-establish Jelgava as a cultural centre for the region. The role of culture for democracy building and identity is stressed. ; Sustainable Urban Patterns around the Baltic Sea
