Land readjustment as an approach to achieve sustainability in regulating urban growth in peri-urban areas
According to Egyptian Human Development Report released in 2010 at least 17 million Egyptians lives in informal areas in Egyptian cities, the vast majority of them are located in peri-urban areas surrounding Egyptian cities. This type of informal areas represents about 80% of urbanization in Egypt. Many literatures emphasizing that urban growth is inevitable for cities, but the more important issue is the spatial effects of such growth and how the impact can be minimized to provide a sustainable urban environment that meets the needs of its inhabitants. Accordingly, the Egyptian government has lately put down two approaches to ‘deal with informal areas and limit their growth. (Interventionist Approach) where the government intervenes to improve or remove informal areas. (Preventative Approach) to take measures to reduce the growth of informal settlements by a series of programs that have not achieved noticeable success due to many obstacles. The lack of a clear mechanism to obtain land required for development (roads, public service and required infrastructure networks) on private owned land is a great challenge. Using a land policy tool such as (Land Readjustment) allows both the government and the landowners to share in the profits created by a change in land use. The landowners end up with more valuable land parcels than if they were to act alone. The government gets a well-planned neighborhood by providing public services and spaces to achieve sustainable urban environment. The importance This study is the first basic step to understand how to apply this tool by developing an integrated regulatory framework to address the issue of informal growth in Egyptian cities in order to achieve sustainable urban environment in peri-urban areas . To build this framework the study was divided into five main parts:
