Impact assessment of existing EU-level policies on UA practices and governance models:Deliverable no. 4.3 for the European Union’s Horizon 2020 research and innovation programme funded project: European Forum for a Comprehensive Vision on Urban Agriculture (EFUA)
The European Forum on Urban Agriculture (EFUA) project’s overall objective is to unlock UA’s potential, through achieving better networking, better knowledge, better deployment and better policies in the field. To support this overarching objective, this report aims to assess the impact of current EU-level policies on UA practices and governance models and to analyze the ways in which EU-level policies and support instruments that are applicable for UA initiatives are interpreted and implemented on local level. The report draws on interview data with municipal level authorities from 12 municipalities in 10 European countries. The study outlines the municipal actors’ perceptions of the impacts of a variety of EU policies and policy instruments, including the observed and potential benefits of these policies and instruments in their cities, as well as constraints and challenges. The study also contains recommendations to actors at multiple levels for better accommodating and nourishing the diverse practices of UA across the European Union. Specifically, it explores their interpretations and experiences with implementation and assessing the impact of EU policies and instruments of relevance to urban farming. It also presents their reflections on whether typical municipal actors, as well as typical urban farmers in their city, are likely to be informed about current and potential supportive linkages to EU policy and policy instruments, and how awareness could be strengthened.
