Modelling and projecting urban land cover
The analysis of evolutions and functional profiles of European cities requires evaluating the impacts of continentally-wide drivers and, at the same time, the effect of national and local strategies with own priorities and plans. Whether or not European and local visions coincide, it is often difficult to correlate causes with observed urban developments. The Directorate General Joint Research Centre (DG JRC) of the European Commission (EC) is contributing to the analysis of European regions and cities with the Land-Use-based Integrated Sustainability Assessment (LUISA) Modelling Platform, the aim of which is to provide an integrated methodology based on a set of spatial tools that can be used for assessing, monitoring and forecasting the development of urban and regional environments. LUISA allows quantitative and qualitative comparisons at pan-European level, among areas subject to transformation due to policy intervention. A further characteristic is that it adopts a methodology that simultaneously addresses the EU perspective on the one hand, and the regional / local dimension on the other. These features allow investigating and understanding territorial dynamics in a wider continental dimension while considering local and regional driving forces. ; JRC.B.3-Territorial Development
