The aim of the work is to investigate the cooperation of Palanga city municipality with neighboring municipalities. The degree of employment in the coastal region, the development of recreation and tourism, the unique and vulnerable development of landscape, natural and cultural resources. The city of Palanga, as one of the four Lithuanian resorts, has the highest potential for the development of recreation. In this context, there is a solution to important environmental challenges in the field of environmental protection - the collection and management of waste, recognizing the most important and relevant areas of environmental protection. But with the rapid development of technologies, increasing environmental and climate pollution, growing consumer needs, more new challenges arise, and Palanga City Municipality is located, if necessary, close cooperation, participating municipal partners and other neighboring municipalities in the region. Considering whether the problem of the final work is formulated by the question: Does Palanga City Municipality cooperate with neighboring municipalities by effectively exploiting the potential development of its small municipality, is the price of services appropriate, or does it improve city infrastructure and modernize the city's tourist image? The final part of the work consists of three structural parts: the first part examines the concept and essence of cooperation, cooperation models and factors determining the effectiveness of cooperation. The second part of the work analyzes the concept and aspects of the provision of public services, the concept and functions of municipalities, the competence of the municipality in the provision of public services. The third part presents the results of an empirical study, which clarifies the impact of Palanga City Municipality's cooperation with neighboring municipalities in the field of tourism and environmental protection and the improvement of public service provision based on the opinion of Palanga City Municipality employees. ...
