Who built Santiago's popular neighborhoods? There is a shared view where both the state, by means of housing policies, and struggling dwellers have taken part in this process developing two parallel actions that frequently mismatched. This article ponders the housing policies from the 50s and 60s sustaining that between dwellers and institutions an intense dialogue was developed. This, in the technical field, determined a questioning of the conventional design processes. Architects and urban planners started a research on new design practices open to users' participation
