The plan provides National Park Service management with the necessary framework to guide the management of the Monument for the next 15 years . At the beginning of the planning process, a series of public scoping meetings were held to present the purpose and significance of the Monument to the public, to outline Monument mission goals, and to present issues that will be addressed in the plan. Input was solicited from the public and other governmental agencies . Among the issues brought up during the public scoping process were the protection of cave ecology and surrounding forest resources, the protection of area watersheds and the public water supply, the inadequacy of the existing boundary to protect resources, the current manner of interpretation of the cave to the public, and the inadequacy of present visitor services and facilities. In response to these issues, and cognizant of the mission goals established for the Monument, the general management plan provides four alternative approaches for the protection, public use and management of Monument resources" P. ii [8].
