Rural area cover a significant part of the Montenegrin territory and therefore play an essential role in its development potential. Throughout history, this area has been exposed to various (more spontaneous and less planned) transformations, which has been reflected in the formation of their particular characteristics. Through the analysis of identity characteristics and complex issues of development and degradation of rural areas, the three settlements, one from each region, were treated. The aim of the work is to determine the reasons for the extinction of rural settlements and to propose measures for improving living of the inhabitants in them. These measures could be used for future planning actions that would be taken in order to preserve the existing and restore the missing values of their natural and cultural heritage. The planning procedures for recognizing and determining criteria for detection and assesment of the lost values of rural settlements, as well as today visible and recognizable ones, are proposed. Based on the acquired knowledge about these values and their possible use, the planning and economic models for their revival, protection and the improvement can be proposed. ; The rural areas cover a significant part of the Montenegrin territory and play an essential role in its development potential.
