Assessment of Challenges and Problems Faced By Small, Medium and Micro Enterprise Contractors in Addis Ababa Public Construction
The Addis Ababa city construction sector is one of the key economic sectors and is the main force motivating the national economy. However, it is complex and affected by many constraints and obstacles that influence its outcomes. Therefore, this research was conducted with the aims to assess the challenges and problems faced by small, medium and micro enterprise contractors in Addis Ababa city public construction from the different local contract stakeholders’ points of view; namely: contractors, owners and consultants. Through a careful literature review of different related researches 61 variables were identified and considered in this research in four groups; Business environment, clients, consultants and contractors related factors. A questionnaire was administered to evaluate the importance of the construction related problems. 90 questionnaires were distributed as follows: (40) owner of the company, (22) project Managers, (12) sit engineer and (16) office engineer. The statistical method of Relative Importance Index was used to analyze the collected data. Based on the findings variables were ranked according to their occurrence. The results show that the highest top ten important problems that Addis Ababa city construction sector suffers from are as follows: Scarce work opportunities, Failure to pay interim certificates for contractors, failure to provide reliable tenders, ambiguities and mistakes in specifications and drawings, Inadequate supervision, insufficient skilled Personnel both technical and managerial levels, failure to complete projects on Time, unfair competition, difficult to access capital and political interference. The research finally reviled a list of recommendations for decision makers that focused on mitigation payment related problems and protection against unequal competition for small contractors and ways to improve the opportunities of the small contractors to survive and grow. The implication of the findings is that the challenges named above need to be addressed if the small, medium and micro enterprise contractors (SMMEs) in Addis Ababa city construction bureau will perform and become more competitive
