Planning Instruments for Conservation of Cultural Heritage of Kuld?ga
The development of the city has to be successive.It is important to have a single idea of development that is inharmony with the surrounding environment. The DevelopmentStrategy of Kuld?ga is: “. to conserve its unique culturalheritage – the complex of old town monument and nature…”,as it is put in The Development Programme of Kuld?ga [1].The task of development planning is to create a homogeneousenvironment in the old town of Kuld?ga by providing economicaluse of resources, respect for local traditions and good use of land.The strategic and spatial planning should not only reinforcehomogeneity and expressiveness of the ensemble of Kuld?gahistoric centre, but also should better arrange functions of theold town and increase its popularity. The historic centre togetherwith its cultural monuments and specific environment shouldbecome a centre of representation, culture and recreation ofthe town. In order to fulfil this task, it is necessary to work outDevelopment and Management Plan of the historic centre whereoperational activities, finances, responsibility and monitoringprocedures are planned. It is necessary to involve the localand international community to work out such a plan. It isimportant to consolidate the opinion of protectors of the historicenvironment and community on the tasks, means and solutionsto restoring the historic centre. Important factor that influencespreservation of cultural heritage is planning documents, and it isdetermined at different levels of state and municipalities.
