Facilitating Sustainable Development of Urban Landscape by Involvement of Local Territorial Communities in Vilnius City
The article analyses importance of territorialcommunities in the process of urban development of a modern cityfrom the aspect of facilitating public involvement for improvingaesthetic, functional and ecologic quality of urban landscape. Moresustainable qualities of urban environment are achieved by directinvolvement of the local territorial communities into programming,planning, constructing, managing and further modifying theelements of landscape system. The topic is disclosed by the analysisof wide international planning and implementation practices, andby comparative socio-economic research. The article argumentsin favour of urban communities in Lithuania to be given a moreinfluential role in developing individually shaped solutions forsustainable urban landscapes. Based on the case study of the selectedresidential area in Vilnius City, the way of activating the localresidents’ groups is presented. The problem of miss-match betweenthe informal setting of urban communities and the formal territorialsubdivision of local territorial authorities is outlined by comparingthe informal network to the formal administrative subdivision.The article demonstrates how the potentials of implementingterritorial structure of informal territorial communities areempowered by modifying the legal boundaries of local urbanauthorities and by providing a local community with a role of astrong stakeholder in all phases of planning, construction andmaintenance of urban landscapes. The associated local residentsget more opportunities to contribute to planning and developmentprograms of landscape empowerment and to increase the aesthetical,social and environmental quality of urban architecture and enhancethe quality of life.
