Evaluation von Programmen und Konzepten der ländlichen Strukturentwicklung dargestellt am Beispiel der EU-Gemeinschaftsinitiative LEADER ; Evaluation of rural development programs and concepts represented by example of EU Community Initiative LEADER
Vor dem Hintergrund der unterschiedlichen Probleme und Konzepte zur Entwicklung des ländlichen Raumes befasst sich die Arbeit mit der Bedeutung von Evaluationen im Politikbereich der ländlichen Entwicklung und der methodischen Durchführbarkeit von Evaluationsanforderungen. Im Mittelpunkt der Untersuchung steht dabei die EU-Gemeinschaftsinitiative LEADER, die als Pilotprogramm zur Erprobung neuer methodischer und inhaltlicher Merkmale der Instrumente zur Entwicklung des ländlichen Raums dient. In der Arbeit werden sowohl die Implikationen auf die Debatte um die Aussagekraft, Durchführbarkeit und Nutzenoptimierung von Evaluationen als auch auf die Weiterentwicklung der Politikinstrumente zur Entwicklung des ländlichen Raums aufgezeigt. Die Untersuchung konzentriert sich vor allem auf "Lernprozesse", die durch LEADER auf Programmebene und regionaler Ebene angestoßen wurden. Regionale Kooperation und regionales Management erweisen sich dabei als zunehmend wichtigere Faktoren für Entwicklungsstrategien im ländlichen Raum. ; This study deals with the relevance of evaluation work in the rural development policy and with the methodical practicability of evaluation requirements facing with the various problems und concepts for the development of rural areas. The centre of that examination builds the Community Initiative LEADER, which aims at testing new methodical features as a pilot program. Both, implications are discussed which result from methodical, strategic and implementation aspects mentioned above on the debate about explanatory capability, feasibility and the improvement of usability of evaluations as well as on the further development of rural development instruments. The study mainly concentrates on "learning processes", which was initiated by LEADER on program and regional level. Regional cooperation and regional management proved to be increasing important factors for rural development strategies.
