Smart City Synergy : Engaging in collaborative practice
This thesis explores the process of developing and implementing a digital tool designed to enhance citizen engagement in urban planning through AI-mediated communication. Grounded in participatory planning theory and leveraging Thomas Kuhn's notion of pragmatism, this research aims to move beyond theoretical discussions to practical applications. The digital tool, named StadsbyggarenAI, facilitates informed participation by translating complex planning documents into accessible formats, thereby enabling stakeholders to grasp and contribute to local developments. This study is structured around three key research questions: the development process and key stages of the digital tool, the effectiveness of AI-mediated communication in gathering and analysing public opinion on urban planning issues, and the influence of such communication on power dynamics within urban planning paradigms. A mixed-methods approach was employed to answer these, combining quantitative and qualitative data to evaluate the tool's effectiveness in enhancing participatory planning. Empirical evidence reveals that the tool effectively enhances citizen knowledge and engagement, particularly among first-time participants in urban planning. However, the study also brings to light the challenges of maintaining engagement and ensuring the tool's inclusivity across diverse user groups. The research underscores the significance of transparency and continuous feedback mechanisms in developing collaborative digital tools, providing practical guidance for their implementation. In conclusion, this thesis reaffirms that AI-mediated communication has the potential to significantly enhance participatory urban planning, fostering a more democratic and responsive governance model. However, it also points to the fact that further in-person methods require further development as well.
