Ecosystem services evaluation for supporting protected and conserved areas expansion
This report focused on Timor-Leste case study to assess the feasibility of applying two alternative approaches for ecosystem services evaluation at national level, economic and expert-based, and a rapid spatial prioritisation tool for identifying hot spots priorities for conservation. In Timor-Leste the open sea and ocean is the largest biome, while tropical forests cover the largest area on land. Protection coverage is not homogeneous across biomes, varying from less than 1% for the open sea and ocean biome to 58% for mangroves. The total ecosystem services economic values estimated per unit is high in rivers and lakes, coral reefs, tropical forest, coastal systems in particular mangroves. National experts highlighted tropical forest importance along with other woody ecosystems. Regarding economic evaluation, opportunity for recreation and tourism, food and water provision, waste treatment, and regulation of water flows are the top high services per unit (ha/year). National experts assigned high importance to wood, water, building rocks provisioning services, purification and coastal protection regulating services and to cultural and religious symbols services. At local level, preferences for provisioning services prevailed over cultural services. Based on the services evaluation by either approach, the proposed Timor Leste National Protected Area Network may protect between 7% and 9% of the total potential ecosystem services monetary values in natural and semi natural ecosystems. ; JRC.D.6 - Nature Conservation and Observations
