A platform for research: civil engineering, architecture and urbanism
Strateginio valdymo problemos Lietuvos savivaldybėse ; Strategic managment problems in Lithuanian municipalities
The article deals with the strategic management practise in Lithuanian municipalities. With the spread of practice of development of strategies municipalities were expected to achieve outstanding results by directing their limited human, financial and material resources towards the most important objectives and tasks. However, the results in practise were often different from what was expected. The article reviews some possible reasons that prevent the municipalities from taking an advantage of all the benefits of strategic management. One of the most prominent among such reasons is lack of an integrated approach enabling to assess a strategy from several different perspectives. Another reason is unsuccessful cascading of scorecards to lower level units of the organization, insufficient linking of strategy with day-to-day operations, as well as lack of communication of the strategy to the organization’s staff.
