I den här uppsatsen har jag undersökt hur Uppsala kommun försöker uppnå en förbättrad och mer hållbar avfallshantering. Avfallshanteringen bedrivs av det kommunalt helägda bolaget Uppsala Vatten och Avfall AB, som rörande just avfallshanteringen har två policydokument att förhålla sig till. ”Renhållningsordning för Uppsala kommun 2014–2022” och en översiktsplan för avfallshanteringen till 2050. Genom argumentationsanalyser på intervjuer av personer anställda i verksamheten samt de två styrande dokumenten har jag kommit fram till vilka argument man använder sig av och hur man faktiskt argumenterar för att övertyga kommuninnevånarna att utveckla kommunens avfallshantering. Att både intervjua personer från verksamheten och att genomföra textanalyser har gett mitt empiriska underlag en fin bredd. Med hjälp av en argumentationsanalys som metod har jag även tagit reda på olika modeller av argument som används, vilka premisser som existerar samt om argumenten upprätthåller en trovärdighet, enligt analysen. Det har även undersökts hur intervjuobjekten förhåller sig till hållbarhet i sitt arbete, hur de ställer sig till de kommunala styrdokumenten samt hur de arbetar med dem. Både intervjuobjekten och de kommunala styrdokumenten använder sig av uppmanande och faktabaserade teser som ofta grundar sig i argument där konsumenten beskylls för de negativa trenderna som man kan se i kommunen idag. Under intervjuernans gång och i policydokumenten har det framkommit att det för nuvarande genomgående problemet är brist på utrymme att praktiskt genomföra en hållbar avfallshantering. Problemet med brist på plats, i alla fall på kort sikt, kommer att öka eftersom kommunen växer i folkmängd. Detta hoppas man kunna vända genom sitt arbete att få innevånarna att sortera sitt avfall bättre samt att återanvända mer material. ; In this paper I’ve examined how Uppsala municipality is trying to achieve a better and more sustainable strategy for waste disposal. The waste disposal is operated by a corporation owned by the municipality and it is called Uppsala Vatten och Avfall AB. According the strategies for waste disposal the corporations has two policy-documents to corrects themselves after: ”Renhållningsordning för Uppsala kommun 2014–2022” and “Avfallshantering 2050 i Uppsala kommun”. Using argumentation analysis, interviews with people working on the corporation and an examination of the two policy-documents I’ve discovered what kind of arguments is used and how they use the argumentation to help the inhabitants develop the strategies for waste disposals in Uppsala. Interviewing people in combination with text analysis give me a range in my empirical ground. With the argumentation analysis as a method I’ve also examined which models of arguments is used, which premises that exist and if the argumentation maintains a reliability according to the analysis. I’ve also examined how the interviewed relate towards sustainability, how they take stand for the policy-documents established from the municipality and also how they work with them. The interviews just as the policy-documents are using hortative and factual thesis and arguments which, most of times, is based on arguments where the consumer is blamed for the negative trends which are prevailing in the municipality today. During the interviews and in the policy-documents it has been made clear that the current issues lays in the lack of space to practically perform a sustainable waste disposal system. At least according to short term perspectives due to the estimated increment of inhabitants in the municipality. With an optimistic point of view this is estimated to change if the inhabitants in Uppsala will find a better way to recycle and reuse their material.
