Le gouvernement métropolitain de la banlieue lyonnaise à l’aune des politiques de transport urbain : sociohistoire d’une relégation
Studying urban transport policies at the metropolitan scale, this paper sheds light on the processes by which social housing neighborhoods get relegated. As the issues of mobility and accessibility have been brought to the forefront of urban policy agendas – so much so as to be considered as significant competitive advantages of cities – the studying of public investments in the realm of urban transportation shows an unbalanced development at the expense of working class groups. Proposing a sociohistorical approach of local public policies, we analyze three successive transport infrastructure projects targeting the city of Vaulx-en-Velin (Lyon Metro area). Beginning in the 1970s, when public housing was built, these projects take place in different contexts and reflect different ways of trying to solve the issue of connecting the suburbs with the rest of their respective cities. They are a strong incite to analyze what at first sight seems to be a paradox: following integration of the commune with inter-municipal institutions, the projects aiming at building new transport infrastructures inlarge public housing areas weaken. This analysis draws on literature dealing with “metropolitan” and inter-municipal government modes, as well as literature focusing on the ongoing construction of public housing neighborhoods as a public issue linked with urban renewal programs.
