DELIMITATION OF URBAN AGGLOMERATION BOUNDARIES BY THE METHOD OF FUNCTIONAL AREAS
The paper proposes a new method of marking the boundaries of urban agglomerations by construction of territorial and functional areas. Theoretical approaches to the delimitation of urban agglomeration boundaries are characterized by discipline, including economics, economic geography, public governance, business, etc. The author argues for a comprehensive multi-criteria approach to the delineation of agglomeration areas and outlines the specifics of the urban planning method in the establishment of urban agglomerations boundaries. Explanation is provided for the logic underlying the identification of eight functional areas in an agglomeration, the number of which may vary depending on the specific conditions of a particular territory, and construction of urban agglomeration boundaries in phases is described. The proposed method is easily applicable in urban planning practice, eliminates the territorial uncertainty of urban agglomerations and enables their territory to be planned.
