Le rôle des associations de résidants dans la gestion des services urbains à Hyderabad
Focused on residents' associations in the residential areas of Hyderabad, this article seeks to understand how these associations contribute to a shift in the conduct of public policy. The first part details the municipality’s policies of urban services delegated management to these associations and the efforts by residents to assert their neighborhood identity and organize the defense of their interests. These two logics, a "top down" one by the municipality and a "bottom-up" one by the associations, mutually reinforce each other. For the municipality and the associations as well, the city is a relevant scale to solve a number of urban problems. The second part focuses on neighborhood associations’ strategies to overcome the dangers of a local trap by strengthening their management skills, democratizing their functioning and setting up federations, which are part of larger national networks. Finally, the third part analyses the impact on urban governance of the increasing power of these associations in urban affairs. This section shows that the privileged partnerships between the municipality and residents associations are accompanied by a process of municipal resources capture and that this mode of governance by contract induces a spatialization of public policy, which strengthens these associations in their ability to act as a counter power to representative democracy.
