Development of spatial laws – changes in spatial management of suburban settlements
The article presents a short review of legislature concerning management of settlements and building, whereby the starting point of research is in the relation between spatial development factors and formal, legal norms and measures. When these factors become generally valid, just because of the nature of the phenomenon or subject, its new form emerges. In view of the legal basis, spatial management is above all a restriction, rather than process in development, although in the past, certain norms and rules have been enforced, which stemmed from the recognition of quality of these factors.
