Zonas de Amortecimento em Unidades de Conservação: levantamento legal e comparativo das normas nos Estados de Minas Gerais, Rio de Janeiro e São Paulo
Conservation Units (CUs) are a category of protected areas, created by law in order to maintain biodiversity. Although the interior of these areas is governed by some conservative norms, its surroundings are subject to changes in ecosystems, since a considerable portion of these is found in anthropized areas. In order to reduce or even neutralize the impacts of this edge effect, they created the Buffer Zones (BZs), which have standards for use and occupation, sometimes restrictive. Therefore, this study aimed to conduct a quantitative survey of federal norms as well as of the states of Minas Gerais (MG), Rio de Janeiro (RJ) and São Paulo (SP) BZs regarding CUs. The specific objectives were to: (i) compare states such as the number of rules and possible protection conferred by them and (ii) make a critical analysis of the availability of these standards on the sites of organs and ease of access. For this, we performed a documental survey of federal laws and the states of Minas Gerais (MG), Rio de Janeiro (RJ) and São Paulo (SP), with a focus on generating BZs 03 tables that were compared. The results found show the difference in the number of rules in each state and the difficulty of accessing data via search engines on the websites, as well as a more or less protectionist side, judged by the number of rules enforced in each State. It was concluded that the states of MG and SP have considerable concern for the preservation of the surrounding areas of Conservation Units under their tutelage, which is not explicitly found in the RJ laws that address the issue.
