This report assesses and presents alternatives to the current control and social appropriation model of Paranaguá Bay’s mangroves, including zoning suggestions and the eventual adoption of ownership management strategies. The basic suggestion is that the management of the regional mangroves should not be mistaken with strict conservation, as suggested by environmental legislation.
