Cultural urban regeneration, is it myth or reality? This paper aims at analyzing whether the trend of urban regeneration through culture was successfully adopted in the past and if it can be used in the case of Eastern-European cities, like Cluj-Napoca. First, the theoretical aspects with regard to urban regeneration through culture are presented in order to develop a broader vision upon the topic. Second, a case study of Cluj-Napoca is considered in relation to urban regeneration and culture. By analyzing the literature available it was concluded that cultural urban regeneration exists for more than 40 years in the Western societies and more recently started to influence the post-socialist states in a notable way. Cultural urban regeneration became an important aspect to be considered in the decision-making process as it influences the quality of life of the citizens. The countries that initiated cultural programs for regenerating the urban setting used this approach in such a way to better suit the needs of their citizens. By undertaking a case study which focused on culturally rehabilitating the downtown area of Cluj-Napoca through the perceptions of the youth, it was demonstrated that there is a high possibility for success when it comes to art and culture and the urban layout.
