La métropolisation en Pologne : le fonctionnement et l’avenir des espaces métropolitains polonais
Poland like other European countries is the place of occurrence of metropolization phenomenon which influences the space and functioning of Polish cities and agglomerations. Although it is really difficult to answer to the question concerning the existence of metropolis in the full sense of this word in Polish space we may be certain that the biggest Polish agglomerations develop metropolitan functions and become regional and national poles of economic growth. The conducted research suggests the existence of approximately seven metropolitan areas in Poland among which Warsaw and “Silesia” Metropolis are the biggest ones.Metropolization phenomenon is the source of development chances but on the other hand it is also the reason of various side effects and social costs. That is why creating institutional instruments of integrated management of metropolitan areas is so important. Nowadays Poland suffers from the lack of suitable institutional instruments: lack of legal regulations such as the metropolitan act as Loi Chevènement, and the inter - communal cooperation developing in difficult conditions functions without self - financing sources. This situation is especially problematic for “Silesia” Metropolis which functions in Silesian conurbation and consists of 14 independent cities constantly facing problems connected with the coordination of urban policies.
