The overpopulation, the extreme reduction of the size of farming exploitations, wood collection, numerous building yards, the non-use or under-use of renewable energy potentials, misuses of available resources, corruption as well as embezzlement are major constraints that expose the deterioration of communal artificial forest establishment. This chapter shows the key role of better local governance in managing the survival of communal timbering. Since timbering managed by religious congregations did not get damaged, neither before, during, nor after the war, it looks clear that the driving factor is only “good governance”. Normally, people follow the pattern developed by leaders. Even today, the townships where timbering undergo more of damages are those where the local authorities exhibits less sense of responsibility.
