How social is the proposed National Housing Programme of the Republic of Slovenia?
Since the government of the Republic of Slovenia submitted the Draft National Housing Programme to Parliament for debate and eventual adoption, different views have been expressed for and against, the proposed housing policy. Among the observations made by those opposing the housing programme, both in parliament and within professional circles, are accusations that the proposed policy puts too much emphasis on the social housing sector. This, they feel, is not in accordance with the requirements for the introduction and promotion of a market economy, one of the major aspects of the transitional process, in the country. This paper tries to identify some of the reasons why the proposed housing programme may, indeed, be overly socially oriented.
