The issue of housing can be considered one of the main urban social problems in Brazil. From a perspective that conceives the housing problem integrated to the issue of the right to the city, it is possible to perceive that the Brazilian public housing policies, which should be created with the aim of supplying the numbers referring to the housing deficit, often do not effectively solve this problematic. In addition, there is the role of space-producing agents who configure the city according to their particular interests. Thus, the objective of this research is to verify how these actions influence decisions regarding public housing policies, having as object of study the implantation of the PMCMV in the city ofCaetité, Bahia.
