Políticas públicas ambientais no Brasil: da administração dos recursos naturais (1930) à criação do Sistema Nacional de Unidades de Conservação (2000)
This paper aims to draw considerations about the evolution of Brazilian environmental public policies between the years of 1930 and 2000, emphasizing the historical and political contexts. In the 1930’s one could perceive the first efforts in national environmental regulation focused on the industrialization and urbanization blooming needs. Besides that, during this period great part of the legal instruments that would support the creation of protected areas in Brazil were also created. The year 2000, on the other hand, is symbolic for the approval of the National System of Conservation Unity (Law 9.985/2000) whose genesis came forth during a great struggle between the different environmental positions existing in Brazil, represented by preservationists, conservationists, social environmentalists and ruralists. The scenery of the creation of the environmental public policies in Brazil and the validation of the corresponding legislation are under conjectural aspects of national and international orders which represent the national political order traditionally established and configures an important object of reflection.
